As a property owner, am I responsible for the unpaid gas bills for my property, even if it is a residential property and I don’t live there?
Yes. However, if you enroll in PGW’s Landlord Cooperation Program (LCP), register your property and remain in a cooperative status, your residential rental property will not be liened during the term of the LCP. If you decide not to enroll in LCP or are deemed uncooperative (e.g. improperly refuse entry to a PGW employee), then your property will be subject to lien placement for gas usage incurred at the property.

Once I enroll into LCP, is my property automatically registered into LCP?
Although you use a Housing Inspection (renter’s) License to validate that you are a landlord, once you complete the enrollment application, you must follow the instructions on our
“HOW TO”
page and follow the instructions to register your rental properties.

I followed the instructions to register my property in LCP but I do not see my properties
Please send an

to the LCP Administrator with a list of the properties not listed in your LCP account and their corresponding L&I Housing Inspection License (renter’s license) number.

I registered my property and it listed as PENDING STATUS. How do I get it to show as REGISTERED?
Please send an
e-mail
to the LCP Administrator with the license number and the corresponding property address. The administrator will review the cause of the property being placed in pending status and will make the necessary changes to the system so that the property shows as REGISTERED.
6.
How do I avoid being listed as an uncooperative landlord?
You must fully cooperate with the Terms and Conditions of the program. For example, as part of the Terms and Conditions, you must work with PGW to allow us access to the property when requested by PGW.
7.
What if I don’t have an active L&I license?
In order to enroll in PGW’s LCP, you must have a valid L&I Housing Inspection License. If you do not, you can contact L&I by dialing 311 (if you live inside the city limits) or 215-686-8686 (if you live outside Philadelphia City limits) to question how to obtain one.

I received an error message telling me that there is no match for my license number and/or there is no match for my name and could not enroll. What should I do?

the LCP Administrator with the license number, name as it appears on the license, the rental property address and someone will contact you with instructions on how to proceed.
9.
What if I do not want to accept the Terms and Conditions of the LCP?
If you do not accept, in full, the LCP Terms and Conditions, you cannot enroll and register your rental property and will not receive any of the LCP protections.
10.
Can I use the same username and password if I have to complete more than one enrollment application?
All usernames are unique and may not be used multiple times. However, the password can be the same for all of your accounts. If you currently have more than one LCP account,

11.
I have multiple LCP accounts with properties registered in each of them. Am I able to have one account with all my properties registered in the one account?
Yes, you are able to register all of your properties into 1 account with a single username and password. Please go to our

page for instructions on how to complete this task.
12.
If I enroll under multiple usernames, may I use the same email address for each enrollment?
Yes, you may use the same email address for an unlimited number of enrollments.
13.
Your website states not to use special characters for usernames and passwords. What are special characters?
Special characters are things that are neither letters nor numbers. Examples of special characters are punctuation marks, dollar sign, number sign and ampersand. (Example: *, &, %, $, <, #, @, :, ;, “, +, -, =)
14.
What should I do if I have problems using your website?

If I sell the property, what should I do?
You must remove this property from your LCP account. Please go to our
“HOW TO”
page for instructions on how to complete this task.
16.
When I get an L&I license, how long should I wait before registering it into my LCP account?
You should register your property as soon as possible. We ask that you wait at least three (3) business days before trying to register the property since we need to first receive the data from L&I.
If you smell gas or have an unsafe condition, call (215) 235-1212 immediately.
