Payment Arrangements: Customize Your Repayment Plan
If you’ve fallen behind on monthly gas payments, PGW can work with you to design a repayment plan that meets the demands of your life. To see if you qualify, call PGW at (215) 235-1777.

Budget Billing: No More Surprise Winter Heating Bills
If you are a residential customer in good standing who gets hit hard by higher gas bills in the winter, you have something in common with a number of Philadelphians. PGW offers Budget Billing, an assistance program that estimates your yearly gas usage and divides the total evenly over a 12-month period. This evens out your payments over the course of the year and helps you predict how much you should budget for your heating costs every month. Call (215) 235-1000 to get started.

Customer Responsibility Program (CRP)

Lower your monthly bill: Income-eligible customers who qualify for CRP receive a consistent, discounted bill each month to help them better afford their bills and keep gas service on. The discount is based on your household size and gross household income. Read CRP Eligibility Requirements

You can apply in person at any of our Customer Service Centers. Be sure to bring with you:

  • proof of gross household income for the past 30 days, and
  • social security cards for each household member

Customer Assistance Referral Evaluation Program (CARES): 

PGW’s CARES program provides payment assistance to residential customers with special circumstances. These might include medical emergencies, unemployment or other temporary hardships. For more information or to find out if you qualify for CARES, contact PGW at (215) 235-1000.

Senior Citizen Discount

The Senior Citizen Discount is not currently open to new participants. Members who enrolled prior to September 1, 2003, can call PGW at (215) 235-1000 for assistance.


If you need help paying your heating bills, or have a heating emergency, LIHEAP (Low Income Home Energy Assistance Program) may be able to help you. LIHEAP is available November 3 - March 31.

How to Apply for LIHEAP

The Low Income Home Energy Assistance Program (LIHEAP) is a federal grant that helps income-eligible families pay their heating bills and restore gas service in the event of a shutoff. These grants range from $100 to $1,000, are available to both renters and homeowners and do not have to be repaid. The award amount is based on household size and income.

The 2015 application will be available November 3, 2014.

To be eligible for LIHEAP, PGW customers must:      

  • meet current Federal Poverty Guidelines
  • provide proof of gross household income
  • provide names and social security numbers for each household member

Assistance Through Federal and Private Grants

Crisis Grants

A Crisis Grant is a federal grant that is awarded to income-eligible customers who are either without utility service or have received a 10-day shut-off notice. Customers can apply for both Crisis Grants and LIHEAP benefits at the same time.

Crisis Grant applications must be submitted at a Pennsylvania Department of Public Welfare Crisis Intake Site. To locate the site nearest to you or find out if you are eligible, call (215) 560-1583 or visit the Pennsylvania Department of Public Welfare.

Utility Emergency Services Fund (UESF)

UESF is a privately funded grant available to income-eligible customers who are behind on their utility bills. It is offered when no other federal aid is available. 

The UESF grant is designed to pay off the balance of a customer’s unpaid utility bill and bring it to zero. PGW matches the amount of the UESF grant to accomplish this. If the UESF grant plus PGW’s matching amount do not meet the full balance, the customer is responsible for paying the remaining portion.

The maximum UESF grant amount is $1,500. Customers can apply for grants at designated UESF Intake Sites. Customers are eligible to apply for UESF once every two years.

Set Up Third-Party Notification

PGW wants to help you avoid the possibility of an unnecessary utility service shutoff. Customers who enroll in our Third-Party Notification Program can designate a trusted caregiver, family member, close friend or organization to receive shutoff notices in the event of non-payment for overdue bills. If the customer receives a shutoff notice, a copy will also be sent to the designated third party to keep them informed. Third-party recipients will not receive copies of your monthly bills or other private customer information and are not responsible for paying bills.
