The Philadelphia Gas Works (PGW) has filed a request with
the Pennsylvania Public Utility Commission (PUC) for an overall
decrease in rates of $32 million per year from the level of
rates that went into effect on March 1, 2003. The new GCR
would become effective September 1, 2003.
PGW’s GCR for the period of December 1, 2002 to March
1, 2003 was $3.59 Mcf. On February 28, 2003, PGW filed a
quarterly update to its GCR that changed PGW’s GCR
for the period of March 1, 2003 to June 1, 2003 to $4.24
per Mcf. The GCR PGW is proposing to become effective September
1, 2003 is $3.67 per Mcf. This annual rate will be reviewed
and evaluated on a quarterly basis.
If approved in its entirety, the GCR request would lower
the monthly bill of a typical residential heating customer
using 100 thousand cubic feet (Mcf) of natural gas from
$109 to $105 per month, or by approximately 3.9%.
It would also decrease the monthly bill of a commercial
heating customer using 466 Mcf of natural gas from $475
to $455, or by approximately 4.2%; decrease the monthly
bill an industrial heating customer using 1,245 Mcf of natural
gas from $1,270 to $1,216, or by approximately 4.2%; decrease
the monthly bill of a municipal service heating customer
using 1,939 Mcf of natural gas from $1,731 to $1,648, or
by approximately 4.8% and decrease the monthly bill for
a typical Philadelphia Housing Authority (PHA) heating customer
using 869 Mcf of natural gas from $869 to $831, or by approximately
4.3%.
The GCR is designed to recover the cost of natural gas
that PGW purchases from gas suppliers. The rate is recalculated
quarterly, to show actual costs. The rate may change if
the recalculated rate is different from the rate that is
approved by more than 2%.
