Pipeline Improvement Program

About the Program

PGW’s Pipeline Improvement Program replaces and modernizes more mature cast iron and unprotected steel natural gas mains with state-of-the-art services lines that connect gas mains to properties. These important infrastructure improvements help to improve safety and reliability, reduce leaks, and support the company’s emissions reductions goals.

PGW appreciates your support and cooperation as it works to improve the safety and reliability of natural gas service delivery to the City of Philadelphia.

Why It Matters

  • Safety: Aging pipelines (cast iron, unprotected steel) are more likely to leak or fail. Replacing them helps prevent gas leaks or potential accidents.
  • Emissions: Methane (from leaks) is a potent greenhouse gas. The program helps PGW meet climate goals (PGW has a goal of ~80% reduction in methane emissions by 2050).
  • Reliability & Cost Savings: Modern pipes tend to need less maintenance and reduce the risk/cost of emergency repairs. Over time, used in conjunction with federal grants, the work is done without imposing excessive burdens on customers

What Can I Expect as a Resident?

PGW realizes construction projects of this scope often raise a lot of questions and is committed to answering all of them and limiting disruption.

Here are 5 primary steps to expect while natural gas mains on your street are replaced:

  • Neighborhood Notification: Residents and businesses in affected areas are notified in advance through signage, door hangers and posted parking restrictions.
  • Underground Utility Marking: Before digging, all underground utilities (not just gas) are located and marked. Local laws require this.
  • New Main Installation: PGW will dig trenches in streets or sidewalks to lay the new main gas line. Temporary disruptions can happen, such as blocked parking or traffic.
  • New Service Line Installation: PGW replaces service lines to individual properties, including reconnecting gas service. PGW or contractors will contact you to coordinate work on your property/appliances as needed. A responsible adult over the age of 18 must grant access.
  • Property / Neighborhood Restoration: Once the gas service is restored, PGW will backfill trenches and pave and repair sidewalks, lawns, driveways.

Funding & Environmental Goals

Pipeline work is partially funded by federal grants, including the PHMSA Natural Gas Distribution Infrastructure Safety & Modernization (NGDISM) program which is part of the Bipartisan Infrastructure Law.

PGW has climate/environmental targets tied to this work (methane reduction, etc.).
