Low Carbon Pathways

PGW is looking at possible long-term pathways and considerations for reducing greenhouse gas emissions in Philadelphia. The study, which is to be completed by Fall 2026, is exploring long-term decarbonization pathways for future decision making while continuing to prioritize safety, affordability and reliability. Any potential pathway PGW considers must be affordable for customers.

The goal of this study is not to identify a preferred pathway, but rather to explore a range of viable options as representative examples for comparison, and to establish a foundation for future decision making.

PGW's Low Carbon Pathways study will:

  • Identify and assess a range of leading decarbonization opportunities including end-use energy efficiency, electrification, lower carbon fuels, carbon capture and storage, and thermal energy networks, among others.
  • Develop and analyze long-term emission reduction pathways to reduce Greenhouse Gas (GHG) emissions in the City of Philadelphia based on:
    • Emissions abatement impacts;
    • Total system costs and cost-effectiveness; and
    • PGW customer impacts including rates and adoption potentials.

PGW hosted two virtual community engagement meetings to discuss PGW’s Low Carbon Pathways project, provide updates and gather comments from attendees to continue to help inform PGW’s ongoing and future work.
