LIHEAP Now Open: PGW Customers Urged to Apply for Up to $1,000 in Heating Bill Financial Assistance

PHILADELPHIA (December 3, 2025) – As winter’s colder temperatures arrive and local families receive their first winter heating bills, Philadelphia Gas Works (PGW) is urging eligible Philadelphia families, renters, homeowners, and students to apply for the Low Income Home Energy Assistance Program (LIHEAP). The federal program delayed for 30 days due to the recent federal government shutdown is now open and accepting applications for the 2025-2026 heating season. Qualified LIHEAP applicants could receive up to $1,000 in free money applied directly to their PGW natural gas bills.
All natural gas customers benefit from the affordability of using natural gas, and the over 200 million dollars in LIHEAP grant money delivered to Pennsylvania. LIHEAP dollars not only assist those that are eligible, it also helps keep the cost of energy down for all customers. LIHEAP funding eliminates the debt generated from customers that cannot afford to pay; unpaid bills do not transfer to other customers to pay.
If received, LIHEAP grants do not have to be repaid. The LIHEAP application period ends when funds run out or on Friday, April 3, 2026.
Four Easy Ways to Apply for LIHEAP:
- Text the word “CASH” to 77037 to receive an application.
- Download a LIHEAP application at pgworks.com/liheap.
- Visit a Neighborhood Energy Center to receive in-person guidance and payment assistance counseling. A list of Neighborhood Energy Centers can be found here.
- Visit the Pennsylvania LIHEAP Assistance Office at 1163. S. Broad St. or online.
Applicants must have a household income at or below 150 percent of the Federal Poverty Level to meet LIHEAP eligibility requirements. Eligibility guidelines are listed below and available here.

Helping alleviate financial strain is core to PGW’s mission,” said Denise Adamucci, Senior Vice President, Customer and Regulatory Affairs at PGW. “Roughly 180,000 PGW customers are eligible for LIHEAP’s free grant, and we are working to spread this message far and wide this winter.”
“LIHEAP is a vital federal assistance program that Philadelphians rely on to protect against energy insecurity. LIHEAP along with energy saving measures can benefit many this winter,” added Adamucci.

PGW is hosting a FREE LIHEAP Day event on Wednesday, December 10, from 2:00 p.m. to 6 p.m. and Sullivan Progress Plaza (1501 N Broad Street, Philadelphia, PA 19122). The event is in collaboration with Senator Sharif Street, State Representative Malcolm Kenyatta, Councilmember Jeffery Young Jr., and the Energy Coordinating Agency to provide face-to-face application assistance. PGW and NEC representatives will be available to help customers with LIHEAP/Crisis grant applications, Customer Responsibility Program (CRP) and PGW Hardship funds.
